Riga's vast Russian population and proximity to Russia pretty much guarantees that the Russian food here is authentic. Arbat is more St. Petersburg high society than Russian village authenticity, though the prices are much lower than you'd expect for such extravagance. The interior is lavish and the menu offers high-class Russian cuisine, from borsch to pelmeni. You'll find Latvians as well as Russians and tourists here, which leads to the theory that perhaps through food, we can all get along...
